I think the biggest problem is the fact that if you want a good forum similar to the old W-U, you'll need to pay.

There are some sites that allow you to create a forum and they will host it too for free.
One that I think might be useful is http://www.informe.com/ForumHosting.html or http://www.informe.com/ , you can create forums, wikis and image hosting and you can use all those portals together.
From what I read in the first link, there is no HTML support but there is an option for a BBCode chatbox.
I also randomly visited an RP forum that is hosted there, their homepage/portal page is strikingly similar to the old W-U in terms of layout ( http://rpforum.informe.com/ if you want to check it out.)
I'm not sure about colors for the layout and that sort of thing but I do think that Informe would be something that the mods could check out and it could be worth their time.
Also, the Informe homepage has tags and searches so there's a possibility of getting new members because of that.
Another forum that I think is extensively made is http://jeffusz.informe.com/portal.html (about anime this time).
From what I saw, there are also options for other languages but that seems to be for the entire forum.
What got my attention with this Informe thing is probably the chatbox/shoutbox, I really miss it too.
The chatbox was good because it eliminated the need to post spam topics and we could talk to each other through something other than PM's.
Signatures are also supported ( sorry if that seems like a stupid thing to say, I think sigs are important and I don't know if every forum is capable of having them...).
As for ads and that stuff, the only ads I noticed were ones that had something to do with Informe software and they were random words as underlined links.

So, I think that's all I have for now. Sorry for having only 1 source guys, but I kept Google-ing and came up with rubbish until I went to Yahoo questions.... Sad

One forum also stood above the rest to me in terms of layout and management was http://ggffsquared.informe.com/ .... it's a forum about a show called Gilmore Girls ( I know about the show but I've never seen it.)

That's it for the forum stuff.

I'm also going off topic with this but as of 13-May-2009, school will be starting again for me so I won't be on until term finishes because we have exams and I'm doing killer IGCSE stuffz.

*EDIT*: I found the site that has a layout similar to the old W-U, however its in Chezk, http://stylerbb.net and the page with it is http://stylerbb.net/download.php?module=viewcat&cat=5 , the layout is xand, I think.
