Because it composes of the four sub-elements joined together into one.
Why is it not an element?
Well, when we put all four together, it doesn't sound like an original anymore. In science terms, we call it a compound.
Then again, I'd like to say it is an element, because that would just be plain cool! Element or compound - you've mentioned the main reason why I like it! I still work on if it combines all 4 "sub-elements" as you call them, then that would suggest an ability to use the other 4 elements, even if you couldn't do it to the same extent than if you solely controlled that element.
